Adopts Joint Standing Rules governing procedures for the Nevada Legislature's 83rd Session (2025), including conference committee operations, bill introduction deadlines, and inter-house communications.

Establishes legislative deadlines: bill drafting requests due by day 15, committee action in house of origin by day 68, final passage in house of origin by day 79, and second house final action by day 110 of the 120-day session.

Limits bill drafting requests to 60 per house, with the Majority Leader and Speaker allocating requests among members; allows 10 emergency requests for majority leaders and 3 for minority leaders.

Creates a Legislative Code of Ethical Standards prohibiting harassment, intimidation, hostile work environments, and conduct creating appearance of impropriety, applicable to legislators, staff, and lobbyists.

Establishes anti-harassment policies and procedures for filing complaints, requiring investigations by the Speaker, Majority Leader, or Legislative Counsel Bureau Director, with provisions for anonymous reporting.
