Urges the federal government to maintain the moratorium on explosive nuclear weapons testing that has been in place since 1992 when signed by President George H.W. Bush.

Nevada hosted 100 atmospheric and 828 underground nuclear tests at the Nevada National Security Site (formerly Nevada Test Site), located 65 miles from Las Vegas in Nye County.

Cites health and environmental risks from past testing, including at least 32 venting accidents, over 32,000 "Downwinder" claims, and more than 27,000 occupational illness claims from former test site workers.

Notes that national laboratory directors and military officials have annually certified the safety and reliability of nuclear weapons for over 25 years without testing, and 187 countries are signatories to the 1996 Comprehensive Nuclear Test Ban Treaty.

Directs copies of the resolution be transmitted to the President, Vice President, Speaker of the House, Secretaries of State, Defense, and Energy, the NNSA Under Secretary, and Nevada's congressional delegation.
