Proposes amending the Nevada Constitution to prohibit the Legislature from appropriating state money to any political organization, including political parties and political action committees

Prohibits including appropriations to nonprofit organizations in biennial state budget bills (bills funding the state budget for the upcoming 2-year fiscal period)

Grants the Governor line-item veto power to strike individual appropriations from bills without vetoing the entire bill

Requires the Governor to provide a statement of stricken appropriations and reasons within 48 hours, transmitted to the originating House or Secretary of State

Allows the Legislature to override the Governor's line-item vetoes with a two-thirds vote in each House
