Proposes amending the Nevada Constitution to require the Legislature to comply with Open Meeting Law requirements when drawing or revising legislative district boundaries

Requires the Legislature to follow the same public records laws as other governmental entities during redistricting, making books and records open for public inspection and copying

Amends Article 4, Section 6 to add "except as otherwise provided in this Constitution" as a limitation on each House's exclusive power to determine its own rules of proceedings

Resolution becomes effective upon passage; as a constitutional amendment, would require passage in two consecutive legislative sessions followed by voter approval
