Creates a Citizens' Commission on Compensation for Certain Elected Officers with 7 members appointed by the Governor, including representatives from public compensation expertise, nonprofit organizations, general public, business (2 members), and labor organizations (2 members)

Commission sets salaries and benefits for legislators, Governor, Lieutenant Governor, Secretary of State, State Treasurer, State Controller, and Attorney General, with salary adjustments capped at 15% from the previous schedule after the initial filing

Initial salary and benefits schedule must be filed with the Secretary of State by January 1, 2031, with updated schedules due January 1 of each odd-numbered year thereafter

Commission members serve 4-year terms (maximum 2 terms), must be Nevada residents, and cannot be state officers, public employees, lobbyists, or close relatives of such persons

Repeals the Legislature's existing constitutional authority to increase or decrease salaries of constitutional officers, transferring that power to the independent commission
