Secretary of State must adopt regulations establishing timelines and deadlines for election duties, including an electronic notification system for county/city officials to report whether they can meet deadlines.

Public officers who fail to perform election duties by deadlines face an escalating enforcement process: Secretary of State notifies governing body and offers assistance, then refers complaints to Attorney General for prosecution within 48 hours if no action is initiated.

Secretary of State may seek a writ of mandamus to compel performance of election duties if officials fail to act within 72 hours of receiving notice.

Vendors of mechanical voting systems and recording devices must now be approved by the Secretary of State, in addition to the existing requirement that the equipment itself be approved; cities and counties must obtain approval before changing vendors.

Election duty compliance provisions become effective January 1, 2026; vendor approval requirements become effective July 1, 2025.
