Expands the prohibition against wasting edible portions of game animals to explicitly include all big game mammals, specifically adding mountain lions and black bears which were previously excluded

Removes the carnivore exception from the prohibition against killing game mammals solely to take the head, hide, antlers, horns, or tusks while leaving the carcass to waste

Defines "big game mammal" to include pronghorn antelope, black bear, mule deer, mountain goat, mountain lion, moose, Rocky Mountain elk, and three subspecies of bighorn sheep

Violations remain a misdemeanor punishable by fines of $50-$500, up to 6 months in county jail, or both, plus civil penalties and potential license revocation for up to 5 years

Requires the Board of Wildlife Commissioners to adopt implementing regulations by July 1, 2026
