Mail ballots must be postmarked on or before the last day of early voting (instead of election day) and received before polls close on election day (instead of by 5 p.m. on the fourth day after the election)

Mail ballots received after election day will not be counted; eliminates the previous provision that allowed ballots with undetermined postmarks received within 3 days after the election to be presumed timely

Mail ballots must contain either a USPS postmark or a date mark from the county/city clerk to be counted

County and city clerks must establish procedures to date mark each mail ballot (that lacks a USPS postmark) with the date it was returned by the voter

Authorized persons returning ballots on behalf of voters must now mail ballots by the last day of early voting (not election day), though personal delivery deadlines remain tied to election day
