Increases the threshold for discretionary requests from the Contingency Account from $250,000 to $500,000 when the Channel Clearance, Maintenance, Restoration, Surveying and Monumenting Program Account balance falls below that amount

Clarifies that only uncommitted funds (money not already committed for expenditure) count toward calculating the Account balance that triggers discretionary funding requests

Maintains the existing requirement that the State Engineer must request Contingency Account funds when the Program Account has insufficient funds to provide a grant to a city, county, political subdivision, or tribal government

Effective date: July 1, 2025
