Codifies Joint Standing Rules into statute, reducing each House's in-session bill requests from 60 to 40, majority leader emergency requests from 10 to 7, and minority leader emergency requests from 3 to 2

Eliminates caucus leaders' authority to reallocate bill draft requests from legislators whose offices become vacant between the general election and session convening

Reduces prefiling requirements proportionally (e.g., incumbent Senators must prefile 6 instead of 8 measures) and adjusts standing committee request ratios from 1 per 18 referrals to 1 per 24 referrals
