Appropriates $5,000,000 from the State General Fund to the Department of Health and Human Services for a medical debt relief grant program, effective July 1, 2025

Funds will be allocated to a 501(c) nonprofit organization experienced in medical debt relief to award grants to local governments for purchasing and abolishing medical debt on secondary markets or directly from healthcare providers

Grants must prioritize patients experiencing financial hardship, ensure debt is discharged without adverse tax implications, and be geographically distributed across the state

Administrative expenses for the nonprofit organization are capped at 5% of the appropriation

Requires expenditure reports to the Interim Finance Committee by December 18, 2026 and September 17, 2027, with all unspent funds reverting to the State General Fund by September 17, 2027
