Pregnant women found presumptively eligible for Medicaid must receive written information including eligibility period dates, benefits summary, and application instructions; those found ineligible must receive an explanation and application information

Parents/guardians of newborns in neonatal intensive care units are granted specific rights including timely medical updates, participation in daily rounds and decision-making, informed consent for treatments, lactation support access, and mental health resources

Hospital licenses may be suspended or revoked for failure to honor NICU parent rights; provisions become effective January 1, 2026
