Requires sheriffs, chiefs of police, and town marshals operating county, city, or town jails to develop and implement policies for the supervision, custody, care, security, housing, and medical/mental health treatment of transgender, gender non-conforming, gender non-binary, and intersex prisoners

Mandates policies include housing assignment factors that consider prisoner preference, search protocols that consider prisoner preference for officer gender, and prohibition of unclothed searches to observe genitalia after initial intake without reasonable grounds

Requires medical personnel to follow applicable standards of care when treating these prisoners and provide access to preferred clothing, undergarments, and hygiene items regardless of housing assignment

Authorizes but does not require staff training in cultural competency for interacting with transgender, gender non-conforming, gender non-binary, and intersex prisoners

Specifies that compliance does not require construction of additional buildings or facilities, nor mandatory additional staff training
