Authorizes the Joint Interim Standing Committee on Natural Resources to evaluate and review water conservation issues, including conservation efforts, goals, incentive programs, and water rates of municipal providers in Colorado River Basin states

Requires the Division of Environmental Protection to conduct an interim study during 2025-2026 on artificial turf and synthetic grass

Study must evaluate types of artificial turf and synthetic grass available, materials used in their composition, and products currently in use in Nevada and other Colorado River Basin states

Division must submit findings and recommendations for appropriate turf types to the Legislative Counsel Bureau by August 1, 2026, for transmittal to the 84th Legislature

Effective date: July 1, 2025; fiscal impact on state but not local government
