Creates the Southern Nevada Regional Planning for Economic Resiliency Pilot Program to evaluate regional planning processes and identify infrastructure, transit, and economic development priorities in Clark County, Nevada

Requires the Regional Transportation Commission of Southern Nevada to establish an Advisory Committee of at least nine members representing Las Vegas, Henderson, North Las Vegas, Boulder City, Mesquite, Clark County, and the regional development authority

Directs the program to identify economic development areas, review capital improvement plans, conduct community outreach, develop cost estimates, and create prioritized lists of regionally significant infrastructure and transit projects

Requires the Commission to prepare a regional infrastructure plan and written report with findings and recommendations, to be submitted to the Joint Interim Standing Committee on Government Affairs by June 30, 2027

Appropriates $500,000 from the State General Fund to the Regional Transportation Commission; the act becomes effective July 1, 2025, and expires June 30, 2027
