Unlicensed persons who submit bids on jobs valued at $1,000 or more may be denied a contractor's license for up to 1 year from the date of the bid submission

Interfering with or attempting to interfere with State Contractors' Board investigations, disciplinary proceedings, or legal actions—including threatening, harassing, or influencing witnesses—becomes grounds for disciplinary action against licensed contractors

Any person who interferes with Board investigations or proceedings faces graduated criminal penalties: first offense is a misdemeanor with fines of $1,000-$4,000; second offense is a gross misdemeanor with fines of $4,000-$10,000; third or subsequent offense is a category E felony with fines of $10,000-$20,000 and potential imprisonment of 1-4 years

The bill preserves the right of persons and their representatives to engage in lawful actions when preparing or presenting defenses in Board proceedings
