Establishes expedited binding arbitration for school district-teacher union contract disputes when agreements expire within 75 days of the school year start or have already expired, requiring arbitrator decisions by the first day of instruction or within 60 days

Prohibits school districts from requiring teachers to work more hours than specified in an expired collective bargaining agreement while negotiations continue

Redefines "strike" to exclude concerted teacher actions at individual schools unless conducted on a district-wide basis

Removes the requirement for teacher unions to pledge not to strike as a condition of recognition by local government employers

Limits strike penalties for teachers to fines against the union (up to $50,000/day) and union officers (up to $1,000/day), eliminating individual teacher penalties such as dismissal, suspension, contract cancellation, or wage withholding
