Removes the previous "sole basis" language, meaning insurers cannot use breed as even a partial factor in insurance decisions

Bars insurers from inquiring about a dog's breed except to ask whether the specific dog is known or declared to be dangerous or vicious

Requires recipients of supportive housing grants from the Housing Division to agree in writing to allow tenants to keep at least one pet, subject to applicable public health, animal control, and animal cruelty laws

Defines "pet" as a domesticated animal owned for pleasure or companionship, including cats and dogs
