Requires Cannabis Compliance Board agents to issue hold orders only when products fail requirements and pose a substantial public health hazard, with automatic termination after 30 days unless extended after a hearing

Allows cannabis cultivation and production facilities to sell cannabis seeds, branded merchandise, and cultivation supplies to customers both within Nevada and in other states where legal

Streamlines packaging and labeling requirements by prohibiting the Board from requiring duplicate information on both labels and packaging, and eliminating extra labeling requirements for wholesale products beyond seed-to-sale tracking

Requires the Board to develop standardized approval checklists for items like packaging and equipment, and to maintain an updated FAQ on its website for licensees
