Exemptions apply to religious healing facilities, foster homes, and facilities operated by the U.S. Government

Administrative penalties of up to $5,000 per day per violation may be imposed on non-compliant facilities, with potential license suspension, denial, or revocation; the bill contains an unfunded mandate on local governments
