Expands allowable uses of county 911 telephone surcharge revenue to include construction, maintenance, and operation costs for the portion of a facility physically occupied by and dedicated to emergency telephone systems (public safety answering points)

Increases the maximum uncommitted fund balance threshold from $5,000,000 to $15,000,000 for counties with population of 700,000 or more (Clark County)

Increases the maximum uncommitted fund balance threshold from $5,000,000 to $7,500,000 for counties with population between 100,000 and 700,000 (Washoe County)

Establishes spending priority for the new facility-related costs, placing them after telephone system enhancement costs but before portable/vehicular event recording device costs
