Appropriates $50,000,000 from the State General Fund to City of Hope to establish an outpatient cancer treatment clinic in Clark County, with funds available for office leasing, tenant improvements, equipment purchases, and staff salaries

Requires City of Hope to enter into a minimum 5-year affiliation agreement with the Kirk Kerkorian School of Medicine at UNLV by January 1, 2026 to provide clinical training for medical students

Creates a 9-member Oncology Excellence Committee within the Department of Health and Human Services to monitor expenditures and confirm compliance with the medical school partnership requirement

Mandates City of Hope submit expenditure reports to the Interim Finance Committee and Oncology Excellence Committee by December 18, 2026 and September 17, 2027

Unspent funds must be reverted to the State General Fund by September 17, 2027, and the Oncology Excellence Committee expires on October 1, 2027
