Increases the depth threshold for "excavation" from 12 inches to 18 inches below the original groundline for non-contractors using non-mechanical equipment

Non-contractors digging 18 inches or less with hand tools will no longer be required to notify utility locator associations before digging in areas with subsurface installations

Contractors and anyone using mechanical equipment must still follow all existing notification requirements regardless of depth

Effective date: July 1, 2025
