Prohibits government entities from substantially burdening access to assisted reproduction services, drugs, devices, or information, unless they demonstrate a compelling interest using the least restrictive means; allows affected persons to sue and recover damages and attorney's fees.

Establishes that fertilized eggs and human embryos before uterine implantation are not considered persons under Nevada law.

Requires health insurers (for groups over 50 employees) to cover infertility treatment including 3-5 oocyte retrievals and 3-5 embryo transfers, plus at least 5 years of fertility preservation services for those with conditions that may cause infertility.

Mandates special enrollment periods for pregnant individuals to enroll in health plans within 30-60 days of pregnancy confirmation, with coverage effective from the first day of the month of confirmation.

Provides immunity from civil, criminal, and administrative liability for persons providing or receiving assisted reproduction services; manufacturers and storage facilities are protected from liability solely for embryo death or damage.
