Requires lead participant to invest at least $150 million by December 31, 2028 and $300 million cumulative by December 31, 2029, with annual tax credit caps ranging from $48 million to $83 million depending on investment milestones

Increases existing noninfrastructure transferable tax credits from $10 million to $15 million annually for fiscal years 2028-2043, and raises credit percentages to match the new infrastructure credits (35%/30%) for applications submitted July 2025 through June 2043

Establishes the Nevada Media and Technology Lab as an educational and vocational training center within the project, partnering with UNLV, College of Southern Nevada, Nevada State University, and Clark County School District

Creates the Account for Nevada Film, Media and Related Technology Education and Vocational Training funded by 10% of all transferable tax credits issued, to support workforce development programs and the Media and Technology Lab operations
