Public schools rated in the lowest 5% for pupil achievement and school performance for 3 consecutive years must be converted to "Department charter schools" operated by charter management organizations, educational management organizations, or other contractors selected by the Superintendent of Public Instruction

School principals must prepare instructional models covering curriculum, grading, planning, assessment, software, and business decisions, which the Department of Education will make accessible to principals at other schools with similar demographics

Department charter schools must operate in their existing school buildings rent-free, with the school district continuing to pay capital expenses while the charter school pays maintenance and operating costs; current students remain enrolled unless parents opt out

School district employees at converted schools may be terminated or reassigned if not offered or accepting positions at the new Department charter school, and collective bargaining agreements cannot limit this authority

Creates the Account for Department Charter Schools to fund establishment and maintenance of these schools, and limits management fees to 15% of expected state funding
