Converts the Subcommittee on Public Lands and the Sunset Subcommittee of the Legislative Commission into stand-alone interim committees, renamed as the Committee on Public Lands and the Sunset Committee of the Legislature, with revised membership structures of 8 regular members and 5 alternates appointed similarly to Joint Interim Standing Committees.

Codifies parliamentary law principles establishing that interim committee chairs serve as presiding officers with authority over committee management, and vice chairs assume full chair powers when the chair is absent, disqualified, or unavailable.

Transfers governmental purchasing oversight duties from the Joint Interim Standing Committee on Legislative Operations and Elections to the Joint Interim Standing Committee on Government Affairs, and eliminates the requirement for the Joint Interim Standing Committee on Health and Human Services to review certain health care licensing regulations.

Creates new exceptions under the Nevada Lobbying Disclosure and Regulation Act for "legislative committee investigative meetings, events or trips" authorized by committee chairs, exempting these from gift reporting requirements and extending educational/informational meeting exceptions to legislative officers and staff with supervisor approval.

Moves the application deadline for teachers seeking to serve on the Nevada State Teacher and Education Support Professional Recruitment and Retention Advisory Task Force from January 15 of even-numbered years to December 1 of odd-numbered years, and requires Joint Interim Standing Committee appointments to be made by October 31 following session adjournment.
