Creates two classes of authorized third parties who can provide DMV registration, titling, and license plate services: Class I (licensed by DMV, can issue documents directly) requires $150 license fee, $250,000 surety bond, fingerprint background check, and 3 years prior registration as a document preparation service; Class II requires only document preparation service registration and local business license

Class I authorized third parties may retain $2 per issuance of certificates of registration, titles, license plates, and permits, plus $1 for duplicates/substitutes, and may charge customers additional convenience fees for services

Requires DMV to provide Class I parties database access, training, and ability to purchase bulk certificates, plates, decals and forms; Class II parties receive appointment access and dedicated windows at Las Vegas DMV offices

Requires tow operators to independently verify vehicle registration status before towing from residential complexes based on lack of registration; operators who fail to verify are responsible for towing and storage costs

Mandates Legislative Auditor conduct audit measuring DMV transaction accuracy and completion times across all service methods, with final report due to Legislative Commission by July 1, 2026
