Creates the Advisory Council on Civics Education within the Department of Education, consisting of 11 members appointed by the Governor, Superintendent of Public Instruction, Secretary of State, Nevada System of Higher Education, and education associations, with 2-year terms

Assigns the Council responsibility for developing the State Seal of Civics application process, reviewing pupil applications, creating citizenship scoring rubrics, setting service learning project requirements, and establishing criteria for civic excellence designations

Lowers eligibility requirements for the State Seal of Civics from a 3.25 to 3.0 GPA and reduces the required civics examination score from 90% to 80%

Appropriates $20,000 from the State General Fund to the Nevada Center for Civic Engagement for civics education awareness, including website development, educational materials distribution, and creating civics awards

Takes effect October 1, 2025 for most provisions, with the appropriation effective July 1, 2025, and requires unused funds to revert to the State General Fund by September 17, 2027
