Any legislator may request the Research Division of the Legislative Counsel Bureau to prepare a "health note" for a bill or joint resolution after it is prefiled or introduced

Health notes analyze whether legislation is likely to disproportionately impact social determinants of health (education, environment, employment, housing, food security, health care access) for racial/ethnic minorities, low-income communities, senior citizens, or children

All state and local government agencies, boards, commissions, departments, officers, and employees must provide assistance to the Research Division in preparing health notes

Completed health notes must be posted on the Legislature's website, though the Legislature may take action on a bill before a health note is completed

Information obtained by the Research Division for preparing health notes is confidential, privileged, and not subject to discovery or subpoena
