Creates the Charter School Facilities Account in the State General Fund to distribute $600 per pupil annually for students eligible for free/reduced-price meals and $300 per pupil for all other students attending charter schools, starting Fiscal Year 2025-2026

Establishes the State Public Charter School Facility Fund in the State Treasury for charter school bond payments and facility construction, acquisition, leasing, or renovation, funded by a portion of county property taxes

Requires the Department of Education to publish a ranked list of the top 10 elementary, middle, and high schools statewide by September 15 each year based on accountability ratings

Requires school districts to report the top 10 percent of teachers at each level based on statewide performance evaluations, with the Department posting this information publicly by September 15 annually

Provisions take effect January 1, 2026, with tax amendments not applying to periods ending on or before June 30, 2026; requires two-thirds majority vote for passage
