Removes requirements for specific standardized assessment instruments and protocols for autism spectrum disorder diagnoses, replacing them with a simplified statewide standard requiring direct observation and assessment by any licensed health care provider acting within their scope of practice.

Requires insurers to accept as dispositive any autism diagnosis rendered under the statewide standard, eliminating the previous requirement that diagnoses come specifically from licensed physicians or psychologists.

Expands who can prescribe and provide autism treatment for insurance coverage purposes from only licensed physicians, psychologists, and behavior analysts to any provider of health care acting within their scope of practice.

Applies to multiple insurance types including individual health plans, group health insurance, health maintenance organizations, managed care organizations, and local government self-insurance plans, with coverage requirements taking effect January 1, 2026.

Maintains existing coverage limits including a maximum benefit of $72,000 per year for applied behavior analysis treatment and coverage for persons under 18 (or up to age 22 if enrolled in high school).
