Requires injured employees or their representatives to submit verified itemized memoranda of reasonable costs to the insurer or Administrator, subject to judicial review within 30 days

Limits offsets to future compensation by restricting them to non-accident benefit payments only, with each payment reduced by no more than one-third until reductions equal the employee's net recovery

Applies to pending actions without final judgment and to workers' compensation claims open or filed on or after the effective date

Takes effect upon passage and approval
