Expands background check authority for qualified entities (businesses providing care to children, elderly, or disabled persons) to include independent contractors and vendors, in addition to covered individuals already permitted under existing law

Removes duplicative language referencing "employees, volunteers, and persons applying to be an employee or volunteer" since these categories are already included in the federal definition of "covered individual" under 34 U.S.C. § 40104(9)

Applies to persons with supervised or unsupervised access to vulnerable populations, requiring fingerprint submission to the Central Repository and FBI for nationwide criminal history checks

Requires screened individuals receive written notification of their right to obtain copies of background reports, appeal results, and challenge accuracy before final fitness determinations are made
