Health insurers (including individual, group, HMO, and Medicaid plans) must cover dental services provided by qualified dental hygienists without dentist supervision at the same reimbursement rate as services provided under dentist supervision, effective October 1, 2025

"Qualified dental hygienist" is defined as one holding a special public health dental hygiene endorsement from the Board of Dental Examiners, employed by a nonprofit organization, and providing services within that employment scope

Codifies into statute the specific services public health dental hygienists may perform without dentist supervision, including radiographs, oral assessments, cleanings, sealants, fluoride application, temporary restorations, and patient referrals to dentists

Commissioner of Insurance may suspend or revoke certificates of authority for health maintenance organizations and other insurers that fail to comply with the coverage requirements

Department of Health and Human Services must apply for any necessary federal waivers or State Medicaid Plan amendments to receive federal funding for the required reimbursements
