Requires the Nevada Interscholastic Activities Association (NIAA) to adopt regulations establishing an appeals process for transfer students deemed ineligible to participate in sports or interscholastic activities when the determination imposes a hardship

Defines "hardship" as an unusual circumstance beyond the normal control of a pupil or parent/guardian that is not related to the pupil's participation in a sanctioned sport

Allows transfer students to demonstrate hardship by providing evidence that emotional distress caused the school change, including an affidavit signed by the pupil or written testimony from a Nevada-licensed physician or mental health professional

Current regulations presume transfer students ineligible to participate in sanctioned sports for 180 school days at their new school

Children of military families who transfer schools remain immediately eligible to participate in any sanctioned sport or interscholastic activity at their new school
