Public schools in counties with population of 700,000 or more (currently Clark County) must employ a full-time school social worker at each school, to the extent funding is available, and are prohibited from contracting with independent contractors for school social work services where practicable.

School districts and charter schools gain immunity from civil liability for harassment or power-based violence incidents if they establish, enforce, and publish a comprehensive prevention policy on their website and in their handbook.

Required prevention policies must include specific response protocols, trauma-informed procedures, a plan to deliver supportive measures to complainants and victims within 3 days of receiving a complaint, and corrective actions to stop incidents, prevent recurrence, and remedy effects.

Supportive measures defined in the bill include course schedule adjustments, assignment accommodations, counseling services, excused absences, court order compliance, and increased monitoring of locations where involved parties may interact.

The Commission on Professional Standards in Education must adopt regulations allowing public school employees in counseling, social work, or psychology positions to complete required internship or practicum hours while remaining employed in those positions.
