Renames the State and Local Government Cooperation Act to the State, Local and Tribal Government Cooperation Act, adding federally recognized American Indian tribes as defined by 25 C.F.R. §§ 83.1 to 83.12

Requires state agencies and local governments to inform, solicit comments from, and consider input from tribal governments when adopting or amending land use plans, to the extent practicable

Declares tribal knowledge and expertise an important source of local knowledge that should be consulted when considering projects on state or public lands or coordinating with federal and local governments

Directs state agencies and local governments to coordinate with tribal governments in accordance with policy developed by the Department of Native American Affairs pursuant to NRS 233A.260

Contains an unfunded mandate (Section 5) with fiscal impact on local governments, exempting related expenses from NRS 354.599 requirements
