Department of Health and Human Services must develop a Medicaid reimbursement system through accountable care organizations (ACOs) that focus on high-quality primary care, including incentive payments and value-based payment arrangements

ACOs participating in the system must demonstrate they are improving health outcomes and lowering costs compared to other healthcare delivery models

Division of Health Care Financing and Policy must conduct biennial surveys of Medicaid providers to gather recommendations for improving reimbursement processes and provider utilization

State Plan for Medicaid amendment required by January 1, 2026 to increase physician and advanced practice registered nurse reimbursement rates: 11% for rural counties (population under 100,000) with value-based arrangements, 8% for rural counties or value-based arrangements alone, and 5% for all other cases

Managed care organizations must pay at least the new reimbursement rates established under the State Plan amendment
