Requires insurers offering Medicare supplemental policies in Nevada to allow persons under 65 who qualify for Medicare due to disability or end-stage renal disease to purchase any policy available to those 65 and older

Caps premium rates for under-65 enrollees: no more than the 65-year-old rate for Plan A, B, or D policies; no more than 200% of the 65-year-old rate for other standardized plans

Establishes a 6-month open enrollment period for eligible under-65 individuals beginning when they first enroll in Medicare Part B, during which insurers cannot deny coverage based on health status or impose preexisting condition exclusions

Creates a one-time transitional open enrollment period from October 1, 2025 through April 1, 2026 for currently eligible under-65 Medicare enrollees with disabilities or end-stage renal disease

Applies to private insurers, nonprofit hospital and medical service corporations, and state and local government self-insurance programs including the Public Employees' Benefits Program
