Prohibits state and local governmental entities from entering into nondisclosure or confidentiality agreements unless the information is already made confidential by state or federal law

Declares records pertaining to predecisional or deliberative processes between a governmental entity and private persons or entities concerning proposed rules, ordinances, or regulations to be public records

Exempts from public record status any predecisional or deliberative records shared solely between governmental entities or within a single governmental entity

Does not apply retroactively to contracts entered into before October 1, 2025
