Removes the prohibition that prevented local governments from entering into contracts through other governmental entities or cooperative purchasing organizations when a contractor's license is required for any portion of the work

Local governments may now enter contracts pursuant to solicitations by governmental entities located within or outside Nevada, with vendor authorization

Local governments may also contract through cooperative purchasing organizations, which aggregate demand from public entities to obtain lower prices from suppliers

The originating contracting entity (whether another government, the State of Nevada, or a cooperative purchasing organization) remains not liable for obligations of the local government entering the contract
