Expands collective bargaining rights to category I, II, and III peace officers in the unclassified service of the State, allowing them to negotiate wages, hours, and other terms of employment with the Executive Department

Amends NRS 288.425 to revise the definition of "employee" for state collective bargaining purposes to include these additional peace officer categories

Peace officer categories are defined in NRS 289.460, 289.470, and 289.480, which distinguish officers by their arrest and law enforcement authority levels

Maintains existing exclusions from collective bargaining eligibility, including managerial employees, elected officials, confidential employees, temporary employees (4 months or less), Nevada National Guard members, and certain higher education and retirement system employees
