Standardizes fee waivers for six eligible student groups at Nevada System of Higher Education schools to cover registration fees, laboratory fees, and all other mandatory fees for undergraduate and graduate degree classes

Eligible groups include: active Nevada National Guard members and recruits, children/widows/widowers of National Guard members killed in duty, Purple Heart veterans and their children, spouses/children of POW/MIA military members, homeless or unaccompanied youth, and members/descendants of federally recognized Indian tribes

Removes previous limitations that restricted some waivers to specific program types (such as associate's degrees, certificates, or dual credit courses) and enrollment statuses (full-time or part-time)

Maintains existing eligibility requirements including minimum 2.0 GPA on a 4.0 scale and time limits for using waivers (typically 10 years from age 18 or enrollment)
