Increases minimum imprisonment or residential confinement for a second DUI offense within 7 years from 10 days to 20 days

Lowers the blood alcohol concentration threshold requiring mandatory substance use disorder evaluation from 0.18 to 0.16

Allows third-time DUI offenders to apply for treatment programs even if they previously applied, but prohibits those who were previously ordered to complete such a program

Expands the definition of "prior offense" for DUI sentencing to include offenses where the person is currently undergoing a treatment program, not just convictions

Applies felony penalties (2-15 years imprisonment, $2,000-$5,000 fine) to persons who commit DUI while undergoing a third-offense treatment program
