Authorizes federally recognized Indian tribes to determine whether a person is presumptively eligible for Medicaid benefits, with the Department of Health and Human Services required to seek any necessary federal waivers and provide tribes with training, technical assistance, and resources to make these determinations.

Creates the Tribal Health Authority Council, composed of directors (or designees) of tribal health care facilities as voting members, plus nonvoting representatives from Indian Health Service and state health agencies; members serve without compensation.

Requires the Council to advise state agencies on American Indian health matters, periodically assess health care access and quality for American Indians, and adopt a plan to increase access and eliminate barriers to health care for this population.

Establishes the Account for Tribal Health in the State General Fund to support Council activities, and authorizes the Council to request drafting of up to 2 legislative measures per session related to its scope.

Directs the Director of Health and Human Services to collaborate with the Council during 2025-2026 to develop a proposal for reinvesting federal funds from the 100% enhanced federal match for Medicaid services provided through Indian Health Service facilities, with a report due by June 30, 2026.
