Requires state agencies to conduct market research and prepare written justification before awarding service contracts without competitive bidding, and post notice on the Purchasing Division website for at least 11 days to allow objections

Establishes a formal objection process allowing vendors to challenge non-competitive contract awards within 11 days, with the Administrator required to respond within 20 days by either withdrawing the award or posting justification

Increases the maximum initial contract period for supplies, materials, equipment, and services from 2 years to 10 years

Allows contract extensions of up to 4 years beyond the original performance period if the Administrator determines it serves the state's interest and directs the agency to competitively rebid before the extension expires

Requires the Administrator to report to the Legislative Commission when agencies fail to rebid contracts as directed, and mandates that non-compliant agency heads personally appear before the Commission to explain the failure
