Prohibits charter schools from entering into new contracts with educational management organizations (EMOs) after the bill's effective date, with a limited exception allowing one-time renewals of up to 2 years for contracts entered into on or after July 1, 2023

Requires charter schools to notify their sponsor of any construction, repair, or reconstruction project exceeding $100,000 and provide documentation of compliance with competitive bidding and prevailing wage requirements

Imposes administrative penalties of up to $5,000 per violation on charter school sponsors who fail to ensure charter schools comply with prevailing wage laws, and voids contracts for projects where competitive bidding requirements are not followed

Prohibits all incentive fees to contractors in charter school contracts, eliminating the previous exception that allowed incentive fees based on academic improvement of enrolled pupils

Repeals the statutory definition of "educational management organization" and removes related reporting and disclosure requirements, while redefining "contractor" to exclude for-profit entities providing centralized support services to charter schools
