Eliminates the mandatory requirement for the Director of the Department of Administration to appoint a Quality Control Officer for the Public Employees' Benefits Program

Transfers discretionary authority to appoint a quality control officer to the Executive Officer of the Program, who may do so under existing general hiring authority

Maintains the requirement that officers in charge of quality control, operations, finance, or information technology must have a 4-year college degree or equivalent experience

Becomes effective immediately upon passage and approval

Has no fiscal impact on state or local government
