Department of Corrections must establish a permanent program providing offenders at Florence McClure Women's Correctional Center one free 15-minute telephone call per day to family members, codifying and making permanent a pilot program that expired January 1, 2025.

Department prohibited from charging offenders more than actual cost for any audio or video calls; contracts with communications service providers must require compliance with federal regulations on refunding money deposited into incarcerated persons' communication accounts.

Appropriates $246,046 for fiscal year 2025-2026 and $253,602 for fiscal year 2026-2027 from the State General Fund to the Department of Corrections to implement the free calling program.

Act becomes effective July 1, 2025.
